Tender Description
The Sindh Institute of Child Health and Neonatology (SICHN), Government of Sindh, Karachi, invites eligible bidders to submit bids for the Repair and Maintenance of Generators at multiple SICHN sites including Korangi, Azam Basti, Sobhraj, Larkana, Sukkur, and Jamshoro for the fiscal year 2026-27. This procurement is conducted under Rule-46 (2) Single Stage Two Envelope Procedure through the EPADS e-tendering portal.
Items being procured:
- Lot 1: Cummins Generators (100 KVA and 200 KVA models) at Larkana, Sobhraj, Azam Basti
- Lot 2: Perkins Generator (200 KVA) at Korangi
- Lot 3: Doosan Power Master Generators (600 KVA) at Sukkur
- Lot 4: Caterpillar Generator (400 KVA) at Jamshoro
The scope includes preventive, corrective, and emergency breakdown maintenance services, replacement of defective parts with genuine/OEM compatible spares, and 24/7 emergency support. The contractor must maintain a fully equipped workshop, deploy qualified technical staff, and ensure compliance with OEM recommendations and safety standards. The contract period is one year with a possibility of quantity variation up to 15% by the procuring agency.
Eligibility criteria include valid registration with tax authorities, minimum five years of experience in diesel generator maintenance, at least two ongoing AMC contracts, availability of qualified technical staff, workshop facility in Karachi, and submission of bid security as per lot requirements. Bidders must submit technical and financial proposals separately on the EPADS portal. The bid security amounts vary by lot, e.g., Rs. 400,000 for Lot 1 and Rs. 100,000 for Lot 2.
The pre-bid meeting is scheduled for 17th August 2026 at 11:30 a.m. at SICHN Head Office Karachi. Bids must be submitted by 26th August 2026 at 10:30 a.m. and will be opened the same day at 11:00 a.m. at the procuring agency's office.
A practical tip for bidders: Ensure all mandatory documents including bid security, technical proposal on company letterhead without prices, and undertakings on legal stamp papers are complete and submitted timely on EPADS to avoid disqualification. Familiarity with the EPADS portal and early submission is advised to prevent last-minute technical issues.
The procuring agency reserves the right to accept or reject any or all bids as per SPPRA rules. Payment will be made in Pakistani Rupees within 30 days of invoice verification. A 5% retention money will be held until satisfactory completion of contract obligations.
