Tender Description
The Excise and Taxation Department Islamabad invites professional and general traders based in Islamabad and Rawalpindi for prequalification as vendors for repair and maintenance services under an open framework agreement for the financial year 2026-27, extendable up to two years based on performance. This agreement covers supply, repair, and maintenance services required by the department through requests for quotations or single quotations as per PPRA rules. The department seeks vendors with established workshops in Islamabad, registered with FBR, possessing NTN and active taxpayer status, and having experience with federal government departments.
Items being procured:
- Repair of Machinery, Furniture, Software, Hardware, I.T, Office Building, Printing, render services and other miscellaneous work
- Repair and maintenance of transport including cars and motorcycles
- Repair and maintenance of photocopier machines
- Maintenance of electric generators
- Installation and repair of air conditioners and electrical equipment
- Repair of UPS, water dispensers, motors, pumps, refrigerators, TV LED, microwave ovens, fans, gas heaters, electric heaters, biometric devices, lamps
- Repair and maintenance of computer hardware and IT equipment including computers, printers, fax machines, scanners, CCTV cameras, servers, video conferencing systems, projectors, multimedia, routers, networking
- Repair and maintenance of furniture and fixtures including polishing, repairing tables, chairs, almirahs, steel racks, safes, curtains, blinds
- Repair and maintenance of office building including masonry, glass doors, windows, partitions, walls, roof, false ceiling, landscaping, driveways, sidewalks
- Maintenance of park and garden including supply of plants, grass, landscaping, lawn benches, fountains
- Printing work including binding, photocopy sets, office identity cards, visiting cards, certificates, shields, souvenirs
- Other render services such as cleaning staff, gatekeeper, skilled and semi-skilled workers
The technical scope includes comprehensive repair and maintenance services covering mechanical, electrical, IT, furniture, building, and landscaping works at the Excise and Taxation Office premises in Islamabad. Vendors must have workshops with adequate tools and skilled manpower, capable of on-spot repairs or workshop-based services. Genuine spare parts with warranty are mandatory. The contract requires prompt response to work orders and adherence to quality standards.
Eligibility criteria include PEC category relevant to services, valid FBR registration with NTN and active tax status, minimum three years of experience with federal government departments, and no blacklisting. Mandatory documents include company profile, tax registration certificates, proof of office and workshop, financial strength evidence, contracts and performance certificates, affidavits of non-blacklisting, and security deposits of Rs. 500,000 for machinery and other services and Rs. 100,000 for transport repair.
The closing date for submission is **31-07-2026 by 01:00 PM** at the Excise and Taxation Office H-9 Islamabad, with bid opening at 02:30 PM the same day. Bids must be submitted both manually and via EPADS 2.0 portal. Late or incomplete bids will be rejected.
A practical tip for bidders: Ensure your security deposit is submitted in the correct form (Payment Order) and on time, as failure to do so will lead to outright rejection of your proposal. Also, prepare a comprehensive technical bid with all mandatory documents to avoid disqualification during evaluation.
