Tender Description
The Ministry of Maritime Affairs, Government of Pakistan, Islamabad, invites reputable firms, workshops, and contractors registered with relevant government authorities to apply for a three-year open Framework Agreement for recurrent repair and maintenance services. This procurement aims to establish a panel of qualified service providers for call-off/work orders without renegotiating terms for each requirement.

- Repair, Maintenance & Purchase of Furniture & Fixtures
- Repair & Maintenance of Office Buildings
- Repair & Maintenance of Computer Hardware
- Repair & Maintenance of IT Equipment
- Electrical Repairs
- Plumbing & Sanitary Repairs
- Civil Repair Works
- Painting and Minor Renovation Works
- Any Other Repair & Maintenance Works assigned by the Ministry
The scope covers diverse technical services including vehicle and machinery repairs, furniture and office building maintenance, IT and computer hardware servicing, electrical and plumbing works, civil repairs, and painting. Applicants may apply for one or more categories based on their capabilities. The Ministry requires use of genuine or OEM approved spare parts and reserves the right to inspect and supervise all work stages. Defective work must be rectified at the supplier's cost. No advance payments will be made unless approved under applicable rules.
Eligibility criteria include valid FBR registration with NTN, active taxpayer status, SECP or lawful registration, minimum five years relevant experience, satisfactory past performance, non-blacklisting, valid sales tax registration, and AGPR vendor registration. Submission must include company profile, registration certificates, tax documents, experience records, technical personnel details, financial evidence, CNIC copies, and affidavits.
Performance security amounts vary by category, ranging from Rs. 100,000 to Rs. 160,000. The Framework Agreement will be valid for three years with possible extensions as per PPRA rules. Call-off orders will be issued in writing, with quotations obtained via EPADS V 2.0 when fixed rates are not predetermined. Urgent work will be prioritized.
Applications must be submitted from 07.10.2026 to 20.10.2026 by 11:00 hours at Ministry of Maritime Affairs, 8th Floor, Kohsar Block, Pak Secretariat, Islamabad. Opening will be at 11:30 hours on 20.10.2026 at the same venue. Bidders should ensure complete and timely submissions. A practical tip: carefully review the Technical Assessment Matrix to meet the minimum qualifying score of 70% and ensure all mandatory documents are included to avoid disqualification.
