Repair and Maintenance of T&T Poles and Replacement of Aerial Optical Fiber Cable in Skardu Gilgit-Baltistan

The Special Communication Organization (SCO) invites experienced contractors to undertake critical infrastructure works in Skardu, Gilgit-Baltistan. This procurement involves the repair and maintenance of 46 Transmission and Telecommunication (T&T) poles in Kharmang, replacement of 7 kilometers of Aerial Optical Fiber Cable (OFC) from Youching to Surmo, and strengthening or repairing 50 poles from Skardu City to Gamba. These works are essential for maintaining and enhancing communication infrastructure in the region. The scope covers physical repair and replacement activities on poles and fiber optic cables, requiring contractors to have relevant technical expertise and equipment. The site locations are spread across mountainous terrain, demanding careful planning and execution. Interested bidders must be registered with the Federal Board of Revenue (FBR) and possess a valid Active Taxpayer List (ATL) status. Experience in similar infrastructure projects and a valid Pakistan Engineering Council (PEC) category relevant to civil or telecommunication works will be advantageous. Sealed tenders must be submitted to the Special Communication Organization Main Office at Kazmi Bazar, Skardu, before the closing date of 29 April 2026. The bids will be opened on 30 April 2026 at the same office. Earnest Money in the form of a Call Deposit Receipt (CDR) is required as per the bidding documents. Tender documents and terms can be obtained from the SCO office during working days. A practical tip for bidders is to ensure that all technical and financial documents are complete and properly sealed in separate envelopes as per the Single-Stage – Two Envelopes procedure. This will avoid disqualification during the technical evaluation phase.
