Repair/Renovation of Quaid-e-Azam Library at Jinnah Road Quetta

The City Quetta Civil Works Public Health Engineering Department invites eligible bidders for the repair and renovation of the Quaid-e-Azam Library located at Jinnah Road Quetta. This procurement is conducted under the Balochistan Public Procurement Rules 2014 and requires bidders to be active taxpayers registered with the Pakistan Balochistan Revenue Authority and not blacklisted by any procuring agency. Items being procured: - Repair/Renovation of Quaid-e-Azam Library at Jinnah Road Quetta with an estimated cost of 19,900,352 PKR The technical scope includes comprehensive repair and renovation works based on the composite schedule rates 2023 on percentage rates for the fiscal year 2026. Bidders must have completed at least two assignments of similar nature with a turnover of at least 13,930,246 PKR in the last years, possess financial capacity, and be registered with the Pakistan Engineering Council (PEC) in category C-6 or above under code CE10(i) for General Civil Engineering Works. The bidder must provide an affidavit confirming no conflict of interest, no blacklisting, no major litigation, and no non-performance in the last five years. Additionally, bidders must have completed at least three projects with 80% similarity in maintenance, patchwork, and rehabilitation, each costing at least 50% of the estimated cost, within the last five years. Subletting or subcontracting is not allowed. Bid security in the form of a Bank Guarantee or deposit at call of 3% of the bid amount is mandatory. Tender documents can be obtained from the office of the undersigned upon payment of 2,000 PKR from the date of publication until 03 September 2026 during office hours. The last date for bid submission is 03 September 2026 by 09:00 AM, with tender opening scheduled the same day at 10:00 AM at the office of the undersigned located at Whyte Road Quetta.
