Repair and Replacement of Parts for Glacial Lake Outburst Flood Early Warning System (GLOF EWS)

Pakistan Meteorological Department (PMD) Islamabad invites qualified firms for the pre-qualification of repair and replacement parts for the Glacial Lake Outburst Flood Early Warning System (GLOF EWS) installed in Gilgit-Baltistan and Khyber Pakhtunkhwa. This procurement aims to ensure the operational integrity and sustainability of the hydro-meteorological equipment network critical for flood early warning during the 2026-27 financial year. Items being procured: - Barometric Pressure Sensors - Rainfall/Rain Gauges - Global Solar Irradiance Sensors - Water Level & Flow Velocity Sensors - 4-Component Net Radiation Sensors - Snow/Water Level Sensors - Temperature & Relative Humidity Sensors - Wind Speed and Direction Sensors - Hydrostatic Level Sensors - Data Loggers (Compact and Compact Plus) - Charge Controllers - Hughes Satellite Transmission Modems - Solar Panels and Batteries - GSM Modems - Warning Sirens - Outdoor Enclosures - DJI Phantom 4 Compatible Batteries and Controllers - Standalone 4G Remote Monitoring Cameras The scope includes supplying genuine, new, and unused parts fully compatible with existing PMD systems, factory-tested and calibrated per WMO standards. Bidders must demonstrate technical compatibility through documentation and practical demonstration, including integration with existing data loggers, satellite and GSM modems, and PMD data servers. Eligibility requires firms to be registered with sales and income tax departments, on the Active Taxpayer List (ATL) of FBR, and OEM authorized dealers with valid certificates. Experience, financial capability, and technical team strength will be evaluated. The bidding process follows a Single Stage Two Envelope procedure. Pre-qualification documents can be collected and submitted free of cost via PPRA E-PADS 2.0 portal until 01 October 2026 by 10:30 AM. Sealed proposals will be opened the same day at 11:00 AM at PMD Headquarters, Sector H-8/2, Islamabad. Bidders are advised to carefully review technical specifications and ensure compliance with calibration and warranty requirements. Visiting PMD Islamabad office for system observation and queries is allowed. Timely submission and adherence to PPRA rules are critical for successful participation.
