Tender Description

The Pakistan Council of Scientific and Industrial Research (PCSIR) Head Office Islamabad is procuring electrical works involving the replacement of 120mm cable with 185mm cable from transformer to meter, including installation of meter box and allied electrical works at its Head Office located in Islamabad Capital Territory. This procurement is specifically for the PCSIR Head Office situated at 1 Constitution Avenue, G-5/2, Islamabad. The technical scope includes providing and fixing a 400-630 Amps adjustable high breaking capacity 4-pole circuit breaker on the existing transformer, installation of 400 Amps 4-pole three-phase bus bar strips fitted in a suitable metallic sheet steel box, laying unplasticized PVC pipes of 4 inches diameter, and supply and laying of 4 core armoured LT cable 185mm with silver PVC insulation and sheathing. The work also covers supply and installation of aluminium thimbles, IESCO-approved meter boxes, removal and safe disposal of existing cables and accessories, and installation of GI/metal junction boxes with terminal blocks and glands. Eligible bidders must be registered with the Pakistan Engineering Council (PEC) in category C-4 or above with relevant codes CE10, EE04, EE05, and EE11. They must also be registered with the Federal Board of Revenue (FBR) for Income Tax and Sales Tax and be on the Active Taxpayer List (ATL). Experience of at least two similar projects completed in the last five years with a minimum value of Rs. 5 million each is required, along with evidence of ongoing similar work. Financial capability must be demonstrated through audited financial statements and bank statements for the last three years. The tender documents are available for download from June 23, 2026, to July 8, 2026, via the e-Pak Acquisition & Disposal System (EPADS) at http://eprocure.gov.pk. Bidders must register on EPADS and submit their bids electronically by 11:00 AM on July 8, 2026. The technical and financial proposals must be submitted separately in two envelopes through EPADS. Original bid security, power of attorney, and blacklisting certificates must be submitted physically to the Director (Works) PCSIR at the Head Office address before the closing date. The earnest money deposit is Rs. 58,000 in the form of a bank draft or call deposit in favor of the Director (Works) PCSIR. The bids will be opened publicly at 11:30 AM on July 8, 2026, at the PCSIR Head Office in Islamabad. Bidders are advised to carefully prepare their technical bids, ensuring compliance with all requirements and submission deadlines.
