Replacement/Upgradation of SeisComP-Pro Software or Equivalent for National Seismic Processing and Decision-Support Environment

The Pakistan Meteorological Department (PMD) Islamabad invites bids for the Replacement and Upgradation of SeisComP-Pro Software or an equivalent solution for the National Seismic Processing and Decision-Support Environment. This procurement aims to replace the existing SeisComP 6 environment with a supported SeisComP-Pro release or equivalent on the latest compatible Linux operating system, including data migration, licensed professional packages, regional configuration, testing, maintenance, and support. Items being procured: - Replacement with latest compatible SeisComP-Pro release or equivalent software - Migration of inventory, bindings, database records, event history, waveform access, and user roles - Licensed professional software packages including scanloc, sceval, GAPS, CAPS, MT, SIGMA, GDS/GIS/QuakeLink, and TOAST - Regional configuration and testing including Pakistan processing profiles, playback tests, reporting templates, tsunami workflow - Software maintenance and support for 50 hours over two years - Visualization and display capabilities with multi-display operator visualization and dedicated graphics memory - Network integration supporting segregated waveform-acquisition and redundancy paths The scope covers software replacement, migration, configuration, validation, maintenance, and support. The deployment environment will be provided by PMD with specified hardware requirements. Bidders must be reputable IT firms or companies registered with relevant government agencies and active taxpayers. Eligibility requires OEM/software-publisher authorization, FBR registration, and compliance with technical and financial criteria including a bid security of Rs 3,000,000 in the form of CDR/Bank Draft/Pay Order. Bids must be submitted through the PPRA EPADS 2.0 portal and original hard copies to the I&P Section, PMD Headquarters, Islamabad by 06 October 2026 at 10:30 AM PST. The technical bid will be opened the same day at 11:00 AM PST in the presence of bidders or their representatives. The procurement will follow the Single Stage Two Envelope procedure under Rule 36(b) of the Public Procurement Rules, 2004. The successful bidder will be required to furnish a performance guarantee of 10% of the work order value.
