Tender Description
The Pakistan Meteorological Department (PMD) under the Integrated Flood Resilience and Adaptation Project (IFRAP) invites Expressions of Interest (EOI) from qualified individual consultants for the position of Software Engineer. This consultancy is part of the Component-II Strengthening Hydromet and Climate Services, aimed at modernizing hydromet services in Pakistan. The position is based in Islamabad at the Project Implementation Unit (PIU) PMD.
Items being procured:
- Selection of Software Engineer consultant
The consultant must possess at least a Bachelor's degree (preferably Master's) in Software Engineering, Computer Science, Information Technology, Computer Engineering, or Computational Science. Required experience includes at least 8 years of progressively responsible professional experience in software engineering, systems integration, and digital solution development. Expertise in software architecture, Linux operating systems, cloud computing, API development, middleware, and enterprise interoperability is essential. Familiarity with data governance, disaster recovery, and business continuity arrangements is also required. Experience with scientific, meteorological, hydrological, or environmental information systems is highly desirable.
Interested consultants should submit a letter of Expression of Interest (EOI) detailing qualifications, skills, and experience, along with a detailed, dated, and signed Curriculum Vitae (CV) highlighting relevant assignments and references. The selection will follow the World Bank's Open Competitive Selection of Individual Consultants method as per the Procurement Regulations for IPF Borrowers November 2020.
The EOI and CV must be delivered in written hard form to the Project Implementation Unit (PIU) at PMD, PO Box No. 528, Post Mall F-7/M, Islamabad by 28th September 2026 at 1600 hours Pakistan Standard Time. Virtual or in-person interactions may be arranged as required. Applicants are advised to ensure complete and updated contact information in their submissions.
