Tender Description
The Karachi Water & Sewerage Corporation (KW & SC) invites bids for two lots of IT services in Karachi, Sindh. The first lot involves resource augmentation on automation, reporting, data analytics, and dashboarding. The second lot covers IT lab infrastructure management. These initiatives aim to enhance KW & SC's technical capabilities and improve water and sewerage service delivery in Karachi, the largest metropolitan city in Pakistan with a population exceeding 20 million. The procurement is conducted under open competitive bidding with a bid security of PKR 1,000,000 per lot.

The scope for Lot 1 includes consolidation of data into a centralized database, data governance, dashboard and report visualization, and process automation with secure software development. Lot 2 covers network infrastructure management, systems infrastructure management, network and security collaboration, backup and disaster recovery, database administration, and business process automation.
Bidders must be registered firms with valid FBR and SRB registration, not blacklisted, and meet qualification criteria including experience and technical expertise. Bid validity is 90 days. Bids must be submitted both electronically on the SPPRA e-PADs portal and physically at KW & SC's office at Room # 13, Block-C, MD Secretariat, 9th Mile, Karsaz, Karachi by 01 October 2026 at 2:00 PM. Bid opening will occur the same day at 2:30 PM in the same office.
The contract period is 12 months with a 10% performance security required. Evaluation will be based on technical and financial scores with minimum passing technical score of 80 points. The procurement follows Sindh Public Procurement Rules 2010 (amended). Bidders should ensure compliance with all bidding document requirements and submit complete bids with bid security in the form of Pay Order or CDR.
