Expression of Interest for Resource Recovery Project from Municipal Waste at Shamshatoo Landfill Site Peshawar

Water and Sanitation Services Peshawar (WSSP), Government of Khyber Pakhtunkhwa, invites Expressions of Interest (EOI) for the construction and operation of a Resource Recovery Project from municipal solid waste at the Shamshatoo Landfill Site in Peshawar District. This project is planned under a Public-Private Partnership (PPP) on a Design – Build – Finance – Operate – Transfer (DBFOT) basis. The selected concessionaire will be responsible for designing, financing, constructing, commissioning, operating, managing, maintaining, and improving the project before transferring it back to WSSP after the concession period. Items being procured: - Design, Build, Finance, Operate and Transfer of Resource Recovery Project - Waste processing solutions for fresh daily intake and legacy waste at Shamshatoo Landfill Site The Shamshatoo landfill currently holds over one million tons of accumulated waste and is nearing capacity. The project aims to extend the landfill's operational lifespan while establishing sustainable revenue streams through advanced waste processing technologies. Eligible firms, joint ventures, and consortiums with proven experience in financing, construction, operation, and maintenance of waste management and resource recovery projects are invited to submit EOIs. Prequalification documents are available electronically via the EPADS portal. A non-refundable fee of PKR 10,000 is payable to WSSP's account at Bank of Khyber, Phase 3 Chowk, Hayatabad, Peshawar. EOI submissions must be uploaded through EPADS only by 26th August 2026 at 11:00 am. Late or incomplete submissions will be rejected. A pre-conference meeting will be held on 19th August 2026 at 3:00 pm at the WSSP conference room, LCB Building, Plot No. 33, Sector E-8, Phase 7, Hayatabad, Peshawar. Only prequalified applicants will be invited to submit detailed technical and financial proposals in the subsequent Request for Proposal (RFP) stage. The original proponent retains a Right of First Refusal under KP PPP rules. Bidders are advised to carefully review all submission requirements and ensure all documents are legible and complete to avoid disqualification. Early registration on EPADS and timely payment of the fee will facilitate smooth participation.
