Tender Description
The Special Technology Zones Authority (STZA) Islamabad invites bids through EPADS v2.0 for the provision of Non-Consultancy Services under the RFP for Third Party Validation of Infrastructure Development of Islamabad Technopolis. This project aims to validate the infrastructure development of Islamabad Technopolis, a state-of-the-art technology zone located adjacent to NIH Colony near Chak Shahzad, Islamabad. The Technopolis covers 140 acres and is designed to foster technology exports, attract foreign direct investment, and create employment opportunities in Pakistan's technology sector.
Items being procured:
- Third Party Validation service for infrastructure development of Islamabad Technopolis
The scope includes a detailed desk review, field visits, validation of data and physical assets, and analysis of project implementation against approved PC-1 plans and KPIs. The firm will review design, cost, expenses, and progress reports, identify causes of delays, and propose recommendations to improve future project planning and execution. Deliverables include an inception report, draft report with presentation, and a final comprehensive analytical report with policy recommendations.
Eligibility requires prequalification in the Infrastructure category by the Ministry of Planning, Development and Special Initiatives, valid registrations with relevant authorities, and no blacklisting by PPRA. Bidders must submit bids online via EPADS v2.0 by **October 20, 2026, 11:00 AM**. Bid security in the form of Pay Order or Bid Securing Declaration is mandatory. Manual bids will not be accepted.
The contract will be awarded based on Least Cost Based Selection (LCBS) technique. The successful bidder will provide services as per the contract terms and conditions, including submission of performance guarantee and adherence to timelines.
