Tender Description
The Office of the Provincial Election Commissioner, Punjab, Lahore, is inviting bids for the sale and disposal of waste paper and obsolete election records. This procurement covers election materials from General Elections 2008 to 2024, Local Government 2021-22, Cantonment Board Elections up to 2021, and all subsequent Bye-Elections except constituencies with court cases. The total weight of waste paper/polling records is approximately 321,520 kilograms.
The technical scope requires pulp manufacturing firms, paper mills, or their representatives to submit rates per kilogram excluding taxes. Only pulp making firms or joint ventures with pulp making mills are eligible. The process includes auctioning on EPADs (Federal platform) with a refundable bid security of Rs. 2,089,880. The reserve price is Rs. 20,898,800 at Rs. 65 per kg. The successful bidder must provide a performance guarantee of Rs. 2,500,000 and an undertaking on judicial stamp paper within seven days.
