Tender Document
Tender Description
Sukkur Electric Power Company (SEPCO) invites bids for the sale of old unserviceable power transformers located at various 132kV grid stations including Larkana City, New Larkana, Warah, Jacobabad, Karampur, Shahdadkot, Naudero, Kashmore, and Thull. This procurement is specifically managed by the Chief Engineer (Development) Project Management Unit at SEPCO Sukkur. The transformers are offered on an as-is where-is basis and bidders must quote for the complete tender to be considered. Interested firms must be registered taxpayers with valid CNIC, NTN, and if available STRN. Bidders are encouraged to inspect the transformers at designated grid stations between 11-06-2026 and 29-06-2026 during office hours to assess the condition and quantity of the items.
The scope includes lifting, counting, measuring, loading, and transport of the scrap transformers. Bidders must submit earnest money in the form of CDR, bank guarantee, or pay order valid for 120 days in favor of the Chief Engineer (Dev.) PMU SEPCO Sukkur. The bid security must be submitted before the e-bid submission deadline and uploaded on the E-PADS platform. Bids submitted in hard copy or without proper earnest money will be rejected. The tender will be opened on 30-06-2026 at 11:30 hours through E-PADS 2.0V in the presence of bidders' representatives.
Eligibility requires firms not to be blacklisted or debarred by any government or semi-government entity and to provide an undertaking on non-judicial stamp paper. Bidders must comply with all applicable laws including tax, safety, and environmental regulations. The successful bidder will be responsible for prompt removal of the awarded items within 21 working days of release order issuance. Delay in lifting will incur rental charges. SEPCO reserves the right to reject any or all bids and to recover damages caused during removal.
The submission deadline and bid opening date are critical. Bidders should ensure their bids remain valid for 90 calendar days from the date of opening. A practical tip for bidders is to physically inspect the transformers at the specified grid stations before submitting bids to avoid any disputes regarding condition or quantity after award. This tender offers a significant opportunity for firms specializing in scrap material disposal and electrical equipment salvage in Sindh province.
