Tender Description
This tender invites qualified firms to provide comprehensive scanning and digitization services for the National Telecommunication Corporation (NTC) based in Islamabad, with initial operations in Peshawar. The project involves digitizing approximately 157 million pages of physical records dating from the 1900s to present, encompassing diverse document types and conditions. The scope includes receipt, sorting, professional scanning using advanced scanners, OCR processing, metadata entry, secure storage, and safe return of physical documents. The contractor must supply all necessary equipment, software licenses, and trained manpower to ensure high-quality, traceable, and confidential digitization over a 36-month period.
The technical requirements specify the use of high-speed document scanners capable of handling fragile and large-format documents, along with archival and OCR software with perpetual licenses for at least ten users. The work will be executed in batches with strict quality control and performance targets, including scanning a minimum of 200,000 pages per working day. The contractor is responsible for equipment maintenance, data security, and compliance with NTC's operational protocols. The project demands adherence to detailed evaluation criteria covering experience, financial capacity, technical capability, and compliance.
Bidders must be registered with relevant tax authorities, possess at least ten years of experience in similar digitization projects, and be authorized distributors of required hardware and software. Compliance with PEC categories and FBR/ATL registration is advised to ensure eligibility. The tender requires submission of earnest money of PKR 5,000,000 and performance security of 10% of contract value. The contract includes provisions for liquidated damages, suspension, termination, and arbitration under Pakistani law.
The submission deadline is set for 05 March 2026 at 11:00 AM, with electronic bids to be submitted exclusively via the EPADS portal (www.eprocure.gov.pk). Bid opening will occur the same day at 11:30 AM at NTC Headquarters, Sector G-5/2 Islamabad. All bids must comply with the single stage-one envelope procedure and include all required documentation as per the tender conditions.
