Tender Description
This tender invites bids from qualified printing firms for the supply of approximately 4 million self-adhesive security labels for textbooks for the academic session 2026-27 in Islamabad and Lahore under a framework contract. The National Book Foundation (NBF) requires these labels to be printed on 80 GSM mid-gloss coated paper with imported glassine release backing, incorporating advanced security features such as micro text, UV fluorescence, color shift, and QR codes for design verification. The labels will be supplied in one-up reels with internal die-cut marks to prevent peel-off, ensuring authenticity and protection against counterfeiting.
Bidders must have a minimum of three years' experience in printing, preferably with security label expertise, and maintain strict security arrangements at their production units in Pakistan. The contract demands compliance with technical specifications, including providing instruments for verification and allowing NBF inspection teams to visit production sites. The supply schedule requires delivery in one installment by 27th February 2026 to NBF godowns in Islamabad and Lahore. The contract is a framework agreement allowing quantity adjustments up to 15% as per PPRA rules.
Bidders should be registered with Income Tax and Sales Tax departments, not blacklisted, and submit a 3% bid security with their technical bids. Performance security of 10% of contract value is required upon award. The tender emphasizes compliance with PEC categories, FBR/ATL status, and mandates a 120-day bid validity. Payments will be made in Pak Rupees within 30 days of invoice acceptance. Penalties apply for delays, non-compliance, and unauthorized subcontracting.
