Tender Description
The Pakistan Telecommunication Authority (PTA) invites sealed bids for the procurement of Security Paper for printing, under contract reference P96478, for the financial year 2026-27. This procurement is specifically for Islamabad and is conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. Bidders must be registered on EPADS v2.0 to participate and submit their bids electronically by the deadline of Thursday, September 24, 2026, at 11:00 AM. Manual submissions will not be accepted.

- Security Imported Paper (Regina Mill Security Paper)
- Size: 17" × 24"
- Color: White (Yellow may also be available for specific applications)
- Paper Weight: 120 GSM
- Finish: Smooth, high-quality writing/printing paper
- Printing Compatibility: Suitable for offset and laser printing
- Usage: Printing licenses, certificates, and other security documents
- Packing: 500 sheets per ream (unless otherwise specified)
- Quantity: 100 packs
The technical specifications require high-quality imported security paper suitable for official printing purposes. The procurement follows the Least Cost Based Selection (LCBS) technique. Eligible bidders must have at least 5 years of experience in paper import, proven by import documents, and have completed 5 similar projects in the last 3 years. Bidders must submit a bid securing declaration or pay order as bid security. The bid price must be fixed and quoted in Pakistani Rupees.
Bids must be submitted online via EPADS v2.0, with the original bid security submitted physically at the PTA office located at F-5/1, Islamabad before the bid submission deadline. The bid opening will be conducted on the same day at 11:30 AM through EPADS v2.0. The procuring agency reserves the right to reject all bids as per Public Procurement Rules, 2004.
