Tender Description

The Capitel Development Authority (Sector Development Division-II) Islamabad is inviting bids for the provision of security and safety measures for newly retrieved land in the Asteriod Region located at the eastern side of Islamabad. This tender is specifically for firms registered with PEC in Category C-5 or above with project code for the financial year 2025-26. The procurement involves the following item: - Provision of Security and Safety Measures for newly retrieved land in Asteriod Region at Eastern side of Islamabad The technical scope includes implementing comprehensive security and safety arrangements on the specified land area. The project requires firms to demonstrate their eligibility and qualification as per the bidding documents. The earnest money required is Rs. 1,111,877 and the estimated cost of the project is Rs. 37,062,557. Bidding documents are available on the PPRA E-PAD portal. Only firms registered with PPRA on E-PADS are eligible to purchase bidding documents. The bid security must be submitted in the form of Call Deposit/CDR in favor of Deputy Director Sector Development Division-II CDA, issued from any scheduled bank against the firm’s account. The name of the firm should be clearly mentioned on the instrument. The bids must be submitted online through E-PADS at http://eprocure.gov.pk before the deadline. Original bids must be submitted at the office of Director Sector Development, CDA, Room No. 152 Old Naval Head Quarter G-6, Markaz, Islamabad. The bid opening will be held publicly on 20-08-2026 at 11:00 AM in the presence of the procurement committee and bidders’ authorized representatives. Eligibility criteria include valid PEC registration Category C-5 or above, FBR/ATL registration, and relevant experience. Firms must provide original affidavits on judicial stamp paper for non-blacklisting and non-relationship with CDA officials. If the total bid amount is less than 10% below the NIT amount, additional call deposit as performance security is required. A practical tip for bidders is to ensure the Call Deposit/CDR is issued from a scheduled bank with the firm’s name clearly mentioned and submitted within the stipulated time before bid opening to avoid disqualification.
