Tender Description
The Pakistan Meteorological Department (PMD) invites Expressions of Interest for the selection of a Procurement Specialist under the Integrated Flood Resilience and Adaptation Project (IFRAP) in Islamabad. This consultancy is part of the Component-II Strengthening Hydromet and Climate Services and the Modernization of Hydromet Services of PMD in Pakistan. The Procurement Specialist will be engaged on a contract basis, working full-time at the PIU PMD office in Saidpur, Islamabad.

- Procurement Specialist consultancy services
The scope involves providing expert procurement services for goods, works, consulting, and non-consulting services under the project. The consultant must have a Master Degree or equivalent in business, engineering, procurement, logistics management, or supply chain management, with a diploma or certification in procurement or project management preferred. Experience requirements include at least eight years of verifiable procurement experience, knowledge of international and national public procurement rules, proficiency in English, and computer skills including MS Office and project management tools.
Interested consultants must submit a letter of Expression of Interest demonstrating their ability and experience, along with a detailed, signed Curriculum Vitae highlighting relevant qualifications and references. The selection will follow the World Bank's Procurement Regulations for IPF Borrowers, November 2020, using an Open Competitive Selection method.
The submission deadline is 27th July 2026 at 1600 hours Pakistan Standard Time. Applications must be delivered in hard copy to the Project Implementation Unit, Pakistan Meteorological Department, PO Box No. 528, Post Mall F-7/M, Islamabad.
