Tender Description
The Pakistan Software Export Board (PSEB), under the Ministry of Information Technology, Islamabad, invites consortiums to submit proposals for delivering Boot Camps aimed at capacity building of IT professionals and computing graduates across multiple cities in Pakistan including Islamabad, Peshawar, Karachi, Lahore, and others. This initiative focuses on international certification-led trainings in specialized IT technologies such as Web Engineering, Cloud Infrastructure, Artificial Intelligence, Cyber Security, Mobile Development, DevOps, Database, UI/UX, and Game Development.
The technical scope includes providing well-equipped classrooms and computer labs with a 1:1 computer-to-trainee ratio, delivering 300 hours of training per trainee, and ensuring a minimum 70% post-training employability rate. The training will be conducted in a hybrid model with at least 70% in-person sessions and up to 30% remote delivery. The bidder must provide detailed course content, soft skills training, learning management system (LMS) services, and exam proctoring capabilities. The project duration is a maximum of seven months with strict timelines and penalties for delays.
Eligibility requires formation of a consortium including at least one IT export firm and an IT training institute or university with relevant experience and certifications. All consortium members must have active FBR registration, NTN certificates, and PSEB registration. The lead bidder must have at least three years of IT/ITeS business operations and demonstrate export revenue of at least USD 200,000 over the last three years. Technical evaluation includes trainer qualifications, previous training experience, and employability plans.
The submission deadline is **02nd June 2026 at 03:00 pm** with bids to be submitted electronically via EPADS. Earnest money of Rs. 16 Million in the form of Bank Draft/Pay Order must be delivered to PSEB office before the closing date. The technical bid will be opened on the same day at 03:30 pm. Bidders should ensure compliance with all requirements including submission of original bid security and adherence to PPRA rules.

Early registration and familiarization with the EPADS portal will help avoid last-minute submission issues.
