Tender Description
Pakistan Airports Authority (PAA) invites qualified firms to submit proposals for a Service Level Agreement (SLA) for Operations & Maintenance (O&M) Services of Electrical & Mechanical (E&M) Facilities at Quetta International Airport (QIAP) for a period of three years, extendable by five months subject to satisfactory performance. This contract covers comprehensive O&M services for critical airport infrastructure including lighting, electrification, power distribution, standby power systems, HVAC, water works, baggage handling, building transport, aircraft stand equipment, airfield lighting, and motor transport.
Items being serviced include:
- Lighting, Electrification & Power Distribution System: MV VCB panels, distribution transformers, LT switching panels, lighting fixtures, electric geysers, hand dryers, street and perimeter lights, automatic light control systems, and allied equipment.
- Standby Power Systems: Diesel generators, UPS systems, allied power and control systems.
- HVAC Systems: Air handling units, VRFs, package units, duct fan coil units, cassette type units, floor standing and split AC units, exhaust fans, air curtains, and allied accessories.
- Water Works & Fire-Fighting Systems: Boilers, pumps, fire pumps, deep well submersible motors, pipelines, valves, fire hydrants, and fire cabinets.
- Baggage Handling System: Conveyor belts, weighing scales, hydraulic road blocker, and allied electro-mechanical equipment.
- Building Transport System: Elevators, escalators, and step cleaning machines.
- Aircraft Stand Equipment: Passenger boarding bridges, ground power units, advanced visual docking systems, scissor lifts.
- Airfield Lighting System: Approach lights, runway lights, taxiway lights, control and monitoring systems, constant current regulators, fiber optics network.
- Motor Transport: Fire crash tenders, runway sweeper, water bowzers, tractors, ambulances, light transport vehicles.
The scope includes preventive and corrective maintenance, complaint management, documentation, and compliance with OEM recommendations and PAA regulations. The service provider must deploy skilled manpower as per PEC certifications and experience requirements, maintain safety and environmental standards, and provide accommodation and transportation for staff near QIAP.
Mandatory eligibility includes valid PEC certifications (C-3/O-2 with relevant specialization codes), active taxpayer status, non-blacklisting affidavit, and earnest money of Rs. 6,000,000. Bids must be submitted through the E-PADS portal under a Single Stage β Two Envelope procedure. Technical and financial proposals are to be uploaded separately, with original bid security delivered physically before bid opening.
The contract will be awarded based on technical and financial evaluation criteria detailed in the bidding documents. The contract price includes all taxes (excluding provincial sales tax on services), wages, consumables, and service charges. Payment will be made monthly against satisfactory performance certificates. The contract term is three years with a possible extension of five months.
Bidders are advised to carefully review all bidding documents, including schedules of equipment, service standards, resource commitments, and integrity pact. The contract includes strict HSE compliance requirements as per the CAA HSE Manual. The service provider will be responsible for indemnification, performance security, and adherence to all legal and regulatory obligations.
Interested bidders should ensure timely submission of bids via E-PADS and delivery of original bid security to the Divisional Engineer E&M office at QIAP.
