Shifting and Replacement of Single Phase and Three Phase Energy Meters in QESCO Loralai Circle

The Quetta Electric Supply Company (QESCO) is procuring works for the shifting and replacement of single phase and three phase energy meters within the QESCO Loralai Circle, covering multiple 11 KV feeders including Bori, Express, City, Harnai, Ziarat, Muslim Bagh, Pani Taqseem, and others. This project involves installation, fixing, and welding of cast iron frames weighing between 2.5 to 3 kg with anti-rust paint on poles to secure energy meters, shifting of meters away from public premises, screening of meters, and replacement of old sluggish meters where necessary. The scope also includes provision of cables as per NTDC standard design and specifications for various core sizes. The procurement is planned for the financial year 2025-26 and is managed by the Chief Engineer (Technical) at QESCO HQ, Zarghoon Road, Quetta Cantt. Bidders must be registered with FBR and PEC with valid registration for the financial year 2025-26, specifically PEC categories CI, C3, and EE-04. Experience of executing similar works in at least one distribution company is mandatory, supported by documentary evidence such as performance certificates. The bidding process follows the Least Cost Based Selection (LCBS) technique and requires submission of bids through the EPADS v2.0 platform by April 29, 2026, 12:00 PM. Manual submissions are not accepted. The bid security must be submitted in the form of Pay Order, Banker's Cheque, Call at Deposit, Bank Guarantee, or Demand Draft, and the performance guarantee is set at 5% of the contract price. The project timeline includes a 30-day survey period followed by 120 days for shifting and replacement activities, all to be started simultaneously. The contract emphasizes strict adherence to NTDC specifications, safety codes, and timely completion. Penalties for delay are set at 1% per day up to a maximum of 10% of the total work order.
