48 MW Shounter Hydropower Project Lot 2 Electromechanical EPC Contract

The Power Development Organization (PDO), Azad Jammu & Kashmir, invites eligible bidders for the Engineering, Procurement and Construction contract for Lot 2 of the 48 MW Shounter Hydropower Project. The assignment covers design, manufacturing, supply, installation, testing and commissioning of the project electro-mechanical equipment. The project is financed partly through a Saudi Fund for Development loan, and procurement will follow the applicable SFD Guidelines for Procurement of Goods and Contracting for Execution of Works. Item and lot list: Lot #2 – Engineering, Procurement and Construction contract for design, manufacturing, supply, installation, testing and commissioning of electro-mechanical equipment for the 48 MW Shounter Hydropower Project. No separate equipment quantities or unit-wise schedule is printed in the notice; bidders must consult the complete bidding documents for the detailed technical requirements, scope, drawings, specifications, performance obligations and commissioning criteria. Participation is open to eligible joint ventures comprising at least one Saudi national company and one Pakistani company registered with the Pakistan Engineering Council. Firms of other eligible nationalities registered with PEC may participate in joint ventures with Saudi-Pakistani firms. Individual single-bidder participation is not permitted, and the successful joint venture must be registered with PEC under its applicable by-laws. Bidders must submit the required PEC licence where applicable. Bidding documents may be obtained after written application and payment of a non-refundable fee of **PKR 50,000**, through a call deposit receipt favouring the Project Director, 48 MW Shounter HPP. Each technical bid must include bid security of **PKR 110,000,000**, or an equivalent freely convertible currency amount, in the prescribed bank-guarantee form. The deadline for purchasing documents is 23 October 2026 during office hours. Sealed technical and financial bids must reach the Project Director's office by **4 November 2026 at 3:00 pm**.
