Tender Description
The Benazir Bhutto Shaheed Human Resource Research & Development Board (BBSHRRDB), Government of Sindh, invites proposals for Phase XVII (2026-27) of its Skill Development Training Program under the Private Sector Training Wing. This program aims to empower unemployed literate and semi-literate youth aged 18 to 35 years domiciled in Sindh by providing vocational and skills training across 31 districts. The procurement is structured into 433 lots, each representing a trade in a district, with 25 trainee seats per lot. The approved trades include 51 curricula, comprising 30 Competency-Based Training and Assessment (CBTA) trades and 21 short courses, covering a wide range of skills such as Big Data Analytics, Agricultural Machinery Helper, Automobile Technology, Baking and Patisserie, Digital Marketing, Dress Making, HVACR Technician, Mobile App Development, Plumbing, Solar PV Technician, Textile Design, Welding, and many others.
Items being procured:
- 433 lots of vocational training courses across 31 districts in Sindh
- 51 approved trades/curricula including CBTA and short courses
- 25 trainee seats per lot
The training institutes must be registered and affiliated with recognized bodies such as STEVTA, STTB, SBTE, HEC, NAVTTC, or other authorized institutions. Proposals must be submitted exclusively through the EPADS portal (sindh.eprocure.gov.pk) using the Single Stage Two Envelope Procedure as per Sindh Public Procurement Rules 2010 (Amended 2019). Physical or sealed envelope submissions are not accepted.
Eligibility criteria include valid registration and affiliation certificates, minimum annual turnover of PKR 0.5 million for the last three years, active tax filing status with FBR, Sindh Revenue Board registration, non-blacklisting affidavit, and EPADS vendor registration. Bid security of 2% of the bid value and a non-refundable RFP document fee of Rs. 1,000/- are required. The bid validity period is 90 days from the date of bid opening.

Bidders must upload two separate encrypted envelopes on EPADS: Envelope-A (Technical Proposal) and Envelope-B (Financial Proposal). Original pay orders for document fee and bid security must be physically delivered to the Procurement Section before technical proposal opening.
The evaluation process includes technical scoring based on infrastructure, experience, human resources, and employment linkages, with a minimum qualifying score of 60/100. Baseline verification visits will be conducted to validate claims. Financial proposals of technically qualified bidders will be opened and evaluated on a per-trainee, per-trade, per-district basis. Contract awards will be made within the approved budget ceiling of Rs. 250 million.
