SLA for Janitorial and Cleaning Services at AIIAP Lahore and LAKA Muridke

The Pakistan Airports Authority (PAA) invites bids for the Service Level Agreement (SLA) for Janitorial and Cleaning Services at Allama Iqbal International Airport (AIIAP) Lahore and Liaqat Ali Khan Aerodrome (LAKA) Muridke. This contract covers comprehensive janitorial and cleaning services across multiple zones including the Passenger Terminal Building, Landside areas, Airside apron and facilities, Cargo Complex, Road Networks, and the Muridke Aerodrome. The scope includes sweeping, mopping, scrubbing, glass cleaning, waste collection and segregation, deep cleaning, consumables management, and adherence to strict hygiene and safety standards. Items being procured: - Janitorial and cleaning services for Passenger Terminal Building including VIP/VVIP lounges, washrooms, boarding bridges, mosques, and office areas - Cleaning services for Landside drop/pick lanes, green belts, pedestrian walkways, and VIP/VVIP external areas - Airside cleaning including apron, ATC tower, fire stations, baggage makeup area, and operational huts - Cargo complex, officers' mess, MT yard, workshops, and regional offices cleaning - Road network cleaning including footpaths, median strips, signboards, and external hard surfaces - Janitorial services at Liaqat Ali Khan Aerodrome, Muridke including terminal, hangars, apron, ATC tower, and fire station The contract requires maintaining a Minimum Guaranteed Manpower (MGM) of 464 personnel across all zones with a 10% standby reserve. The service provider must ensure availability of all mandatory machinery and consumables, maintain high international airport cleanliness standards consistent with ICAO and IATA guidelines, and comply with PAA's KPI framework. The contract duration is 36 months with a mobilization period of 30 days. Bidders must be registered, experienced, and financially capable with a minimum turnover and manpower deployment as specified. Technical evaluation will be based on experience, client profile, manpower, work plan, ISO certifications, annual turnover, and local office setup. Financial bids will be evaluated on a Quality and Cost Based Selection (QCBS) basis. The contract includes strict penalty provisions for non-performance, safety violations, and misconduct. Submission of bids is through the EPADS portal only, with bid security of Rs. 20 million and performance security of 5% of contract price required.
