Tender Description
This tender invites contractors registered with the Pakistan Engineering Council (PEC) for the year 2025-26 to undertake smaller special repair works within the Islamabad Electric Supply Company (IESCO) region. The scope covers multiple projects including repair and renovation of the Executive Engineer Civil Division office at G-8/1, installation of an auto changeover switch at the IESCO Head Office, and maintenance of various offices and quarters at grid stations and rest houses in Islamabad. These works require skilled civil engineering expertise to handle structural repairs, electrical installations, and maintenance within the urban setting of Islamabad, ensuring minimal disruption to ongoing operations.
The projects demand compliance with PEC registration, specifically Category C-6 with specialization codes CE-10 and EE-04 for certain works. Contractors must demonstrate financial stability with a bank balance of at least 50% of the estimated cost and provide performance certificates from previous government or semi-government projects. Bid security in the form of a Call Deposit Receipt (CDR) at 4% of the estimated cost is mandatory, along with a 10% performance security upon contract award. The tender follows a single stage, single envelope bidding procedure under PPRA rules, emphasizing transparency and fairness.
Bidders should ensure their PEC registration is renewed for 2025-26 and hold active registration certificates from the Pakistan Revenue Authority (PRA) and Federal Board of Revenue (FBR). The tender also requires adherence to additional call deposit conditions if bids fall below 10% of the NIT amount. Familiarity with PPRA electronic bidding rules and submission protocols is essential to avoid disqualification.
The submission deadline is set for 30th January 2026, with bid opening scheduled the same day at 11:30 AM. Bids must be submitted electronically via the E-PADS portal, with original bid securities and non-refundable printing charges submitted physically at the Executive Engineer Civil Division office located at Street No.63 Sector G-8/1 Islamabad. Late or incomplete submissions will be rejected.
Pro-Tip: Carefully review the newspaper advertisement for specific stamp duty and bid security requirements, as these are common pitfalls that can lead to bid rejection. Ensure all mandatory fields in the bidding documents are accurately completed to comply fully with PPRA regulations.
