Sindh Bank Limited Karachi invites qualified vendors for the supply and installation of acquiring SMS and WhatsApp Business API services under the IT Software & Licenses and IT & Office Equipment categories. This tender covers a comprehensive communication solution including SMS alerts, two-way messaging, WhatsApp integration, and multi-channel notifications to enhance customer engagement and operational efficiency.
The scope includes sending and receiving SMS messages with a throughput of 250 messages per second, direct connectivity with all telecom operators in Pakistan, and real-time delivery assurance. The WhatsApp Business API solution must be Meta-approved, support chatbot integration, multi-agent access, and comply with SBP and PTA data privacy guidelines. The solution will be deployed locally with a 99.9% uptime guarantee and include APIs for seamless integration with Sindh Bank's core banking and mobile app systems. The project completion timeline is within 4 weeks, with a mandatory one-year license, warranty, and 24x7 onsite support.
Bidders must be ISO 27001 and ISO 9001 certified, registered with tax authorities, and have a minimum annual turnover of PKR 500 million. Experience with at least three commercial banks or reputable organizations in Pakistan is required. The vendor must be a direct Business Solution Provider with Meta for WhatsApp and have a proven track record of on-premises WhatsApp banking deployments. Compliance with PEC, FBR, and 2025-26 tax and registration requirements is essential. Bidders should ensure all documents and certifications are attached to avoid disqualification.
The submission deadline is set for 16 January 2026 at 10:00 AM, with bid opening at 10:30 AM at Sindh Bank Ltd Head Office, Federation House, Abdullah Shah Ghazi Road, Clifton, Karachi.
