Tender Description
This tender invites qualified firms to supply advanced software and hardware for digital forensics and screening labs in Islamabad under the National Cyber Emergency Response Team (nCERT). The procurement focuses on equipping the PKCERT HQ at Block-L, Pakistan Secretariat, with cutting-edge digital forensic tools to support incident response and cyber incident investigations nationwide. The scope includes forensic software licenses, hardware workstations, mobile forensics tools, cloud and memory forensics, AI deepfake detection, and related accessories, all backed by OEM warranties and local support.
The project demands comprehensive technical compliance, including OEM training, 24-month support, and strict adherence to specifications. Bidders must be registered with FBR, on the Active Taxpayer List, and pre-qualified by the Ministry of Information Technology & Telecommunication. The procurement follows a Single Stage-Two Envelope procedure via the e-Pak Acquisition & Disposal System (EPADS) ensuring transparency and competitive evaluation based on technical and financial scores.
Bidders should ensure valid NTN, GST registration, and FBR ATL status for 2025-26. PEC registration is not explicitly required but adherence to tax compliance and security clearance is mandatory. The bid security of PKR 1 million must be submitted electronically and the original instrument physically before the deadline. The tender emphasizes strict compliance with PPRA rules and requires submission of detailed technical and financial proposals online.
Submission deadline is set for 01 April 2026 at 1400 hrs with bid opening at 1430 hrs on the same day at Block-L, Pakistan Secretariat, Islamabad. Only electronic bids via EPADS will be accepted; manual submissions are not entertained. The original bid security must be delivered physically to the Project Director's office before closing time.
Pro-Tip: Ensure timely registration on EPADS v2.0 and submit the original bid security instrument physically before the deadline to avoid disqualification. Also, carefully review the detailed technical specifications and training requirements to maximize technical scoring and avoid common pitfalls related to incomplete documentation or non-compliance with OEM authorization and support terms.
