Solar Mini and Micro Grid Solutions for Off-Grid Areas of Balochistan

The Balochistan Energy Company Limited (BECL), Government of Balochistan, is conducting an Early Market Engagement Survey for the development of solar Mini and Micro Grid Solutions across multiple off-grid districts in Balochistan. This phased programme covers Phase-I districts including Nokundi, Buleda, Muslim Bagh, Surab, Baiker, Sohbatpur, Punjpai, and Duki, and Phase-II districts such as Mastung, Noshki, Washuk, Panjgur, Kharan, Musakhail, Hamai, Killa Abdullah, Khuzdar, Pishin Kalat, Turbat, Chagai, Dera Bugti, Killa Saifullah, Jhal Magsi, and Zhob. The project aims to enhance energy access in remote off-grid areas through solar photovoltaic (PV) systems and battery energy storage systems (BESS). The scope invites EPC contractors, solar integrators, independent power producers, and operation and maintenance (O&M) service providers, including joint ventures and consortiums, with proven expertise in solar PV, BESS, and mini and micro grid projects. Interested parties are required to submit company profiles, statutory registrations such as SECP, PEC, and NEPRA, demonstrate a minimum three-year turnover, and provide details on their nature of interest (EPC, integrator, IPP, O&M). Additional information includes preferred delivery configurations (off-grid, grid-connected, hybrid), districts of interest, cumulative PV and BESS delivered, reference projects from the last five years, team composition, certifications (ISO, OEM), O&M and SLA capabilities, indicative lead times, CAPEX and OPEX, and bonding capacity.
