Tender Description
The Water Management Department ICT Islamabad invites prequalification applications for the supply, installation, testing, commissioning, and warranty support of solar powered high efficiency irrigation systems in Islamabad Capital Territory. This procurement aims to enhance agricultural productivity by promoting sustainable water use through solar-powered irrigation technologies.
Items being procured:
- Solar Photovoltaic Electric System (3.3 HP & 5.5 HP)
- Pump
- Controller/Variable Frequency Device (VFD)
- Solar Array Panel Structure
- Solar Array Wiring
- Connectors and Power Disconnect
The project involves delivery, installation, and commissioning of complete solar pumping systems at designated farmer sites including ponds, nullahs, mini dams, and dug wells. The contractor must complete installation within 45 days of work order issuance. All equipment must meet specified technical standards including IEC certifications and warranty requirements. Bidders must have PEC registration in C4 or above category with relevant codes, AEDB registration C-3 or above, and maintain inventory for at least 15 sites. Experience of installing at least 10 solar powered water pumping systems in the last three years is required.
The procurement follows PPRA Rule 36(b) Single Stage–Two Envelope Procedure with separate technical and financial proposals submitted electronically via EPADS. Bid security of 5% and performance security of 10% are mandatory. Technical proposals will be evaluated first; only technically responsive bids will proceed to financial evaluation.
Interested bidders must submit applications through EPADS by 11:00 AM on Friday, October 16, 2026. Bids will be opened electronically at 11:30 AM the same day. Manual submissions are not accepted.
