Tender Description
The Pakistan Airports Authority (PAA), Divisional Engineer ES E&M North/IIAP, invites bids for the provision and installation of a solar powered tube well system at Gilgit Airport, Gilgit-Baltistan. This tender covers the supply, installation, testing, and commissioning of a complete solar powered tube well system including bore drilling, submersible pump, solar panels, inverter, batteries, and associated civil and electrical works.
The scope includes conducting electric resistivity surveys, drilling a 12-inch borehole up to 220 feet, installing uPVC casing and slotted strainer pipes, and providing a stainless steel submersible pump with a 3-4 HP motor suitable for solar operation. The solar system comprises high-efficiency bifacial mono-crystalline PV panels, a 6kW hybrid solar inverter with dual MPPT, and 48V 100AH Lithium Iron Phosphate batteries with intelligent BMS. Civil works include HDPE piping, GI pipe installation, and construction of RCC foundation pads for solar panel mounting. The site is located at Gilgit Airport, requiring careful coordination and adherence to airport safety and operational protocols.
Bidders must hold a valid PEC license in category C-6 with specialization codes EE-04, EE-11(iii), and CE-09, and maintain active tax payer status. The contract is for the financial year 2025-26 with a completion period of 150 days. Bid security of PKR 100,000 is required in the form of a banker's cheque, pay order, or call deposit receipt. The bidding process follows the National Single Stage-Two Envelope procedure with Least Cost Based Selection (LCBS) technique.
Submission deadline is 22nd April 2026 at 11:00 AM via EPADS v2.0 online portal. Technical bids will be opened the same day at 11:30 AM. Manual submissions are not accepted.
