Tender Description
The Federal College of Education (FCE) H-9 Islamabad is procuring a comprehensive solarization project for its allied facilities located in Islamabad Capital Territory. This project involves the design, supply, and installation of high-efficiency photovoltaic (PV) modules, elevated mounting structures, on-grid smart inverters, distribution boards, and all associated electrical and civil works. The scope includes DC and AC earthing, lightning arrestors, and full interconnection with the national grid, including coordination with Islamabad Electric Supply Company (IESCO) for green meter installation and activation.
The technical scope covers installation across multiple units including the Admin Block, Library, Hostels, and Academic Blocks A through D, with proposed PV system capacities ranging from 12 kW to 25 kW per unit. The PV modules must be Tier-1, Grade-A 580-585W N-Type bifacial panels from reputable manufacturers such as Canadian Solar, LONGi, or Jinko. Inverters should be Huawei or Solis or equivalent, with IP65 rating and advanced protections. All materials and workmanship must comply with relevant IEC standards and include hot-dip galvanized iron structures, high-quality cabling, breakers, and connectors.
Eligible bidders must be PEC registered in Category C-5 or above with specialization EE11, certified installers by PPIB under AEDB regulations in Category C-3 or above, and listed on the Active Taxpayer List (ATL). The company should have at least ten years of operational experience, ISO certifications, and a proven track record of completing at least five solarization projects in the education sector. Preference will be given to firms enlisted with the Ministry of Federal Education & Professional Training or FCE H-9 Islamabad.
The bid submission deadline is set for 17th July 2026 at 11:30 a.m. at the Federal College of Education H-9 Islamabad. Bidders must submit separate sealed envelopes for Technical and Financial Bids, including a Bid Security (CDR) of PKR 1,000,000. A pre-bid meeting will be held on 20th July 2026 at 10:30 a.m. at the same venue. The contract completion period is 120 days with liquidated damages applicable for delays.
