Hiring of Solid Waste Management Services for Bhimber City

Municipal Committee Bhimber invites sealed bids from eligible, experienced, and financially sound private firms, companies, consortiums, or joint ventures under the Single Stage-Two Envelope Procedure of the AJ&K Public Procurement Rules for hiring solid waste management services for Bhimber City. The scope broadly covers all 08 wards of Bhimber City and includes door-to-door waste collection, street sweeping, collection from communal points, transportation of solid waste, cleaning of roads, markets, and public places, operation of the waste collection system, provision of manpower, vehicles, machinery, complaint redressal, reporting, awareness raising, and environment-friendly disposal of municipal solid waste for an initial period of 5 years. Items being procured: - Door-to-door waste collection - Street sweeping - Collection from communal points - Transportation of solid waste - Cleaning of roads, markets, and public places - Operation of waste collection system - Provision of manpower, vehicles, and machinery - Complaint redressal and reporting - Awareness raising and environment-friendly disposal The bid document provides details of existing operational vehicles, machinery, and human resource units along with other available resources. Bidders must be registered with the Pakistan Engineering Council (Category C-1) and Securities Exchange Commission of Pakistan (SECP) with at least 5 years of overall experience. Registration with FBR/AJK-CBR and active Tax Payer List (ATL) status is mandatory. Relevant experience in municipal solid waste management, sanitation, waste collection, and transportation is required, with at least one or two contract projects in hand or successfully executed. Adequate manpower, vehicles, machinery, equipment, and financial capacity must be demonstrated. A bid security of Rs. 6 Million in the form of pay order or CDR from any scheduled bank in Pakistan with branches in AJK, payable to Chief Officer Municipal Committee Bhimber, must accompany the technical bid. Bids must be submitted in two separately sealed envelopes clearly marked TECHNICAL BID and FINANCIAL BID. Initially, only technical bids will be opened; financial bids will remain sealed and opened only for technically qualified bidders. Performance will be monitored against prescribed service standards and KPIs, with penalties for non-compliance. Compliance with AJ&K laws, environmental standards, labor laws, and health and safety requirements is mandatory. A pre-bid meeting will be held on 07-10-2026 at 11:00 am in the Municipal Committee Office, Bhimber AJK. Bidders are advised to conduct a survey/visit of Bhimber City to obtain first-hand information about solid waste quantum, sources, collection points, and disposal routes. Blacklisted or debarred firms and those failing eligibility criteria will be disqualified. Bidding documents can be obtained from the Municipal Committee Bhimber office during office hours until 15-10-2026 upon payment of Rs. 5000 (non-refundable). Incomplete, conditional bids or those without bid security will not be entertained. The procuring agency reserves the right to accept or reject any or all bids as per Rule 33 of AJ&K PPRA Rules. All taxes and duties levied by Go AJK will be charged under prevailing rules. Bids must be sealed, properly page-marked, and signed and stamped by an authorized person on each page. The bid evaluation report and contract award will be displayed on the AJK PPRA website.
