Tender Description
Walton Cantonment Board in Lahore requires experienced contractors for performance-based solid waste management services covering collection, transportation, and safe disposal of municipal solid waste across multiple sectors. This contract emphasizes sanitation services including door-to-door waste collection, cleaning of roads, commercial areas, nullahs, and removal of horticulture waste and dead animals. The contractor must provide all necessary equipment, machinery, fuel, and manpower, ensuring compliance with environmental regulations and performance indicators.
The scope demands a well-planned fleet and manpower deployment tailored to sector-specific needs, with vehicles meeting minimum technical specifications and model year 2021 or later. The contract is output-based, focusing on KPIs such as no visible waste accumulation beyond 24 hours, twice-daily cleaning of commercial areas, and timely complaint resolution. Contractors must conduct independent site surveys to assess waste generation and traffic conditions, ensuring adequacy of resources.
Bidders must have at least three years of sanitation experience, manage a workforce of 200 or more, and demonstrate annual billing of PKR 50 million in two of the last three financial years. Valid registration, tax compliance, and non-blacklisting affidavits are mandatory. Joint Ventures are allowed with clear MoUs and joint liability. Bid security of 2% of the total annual bid amount is required, along with a 10% performance guarantee upon award.
Proposals must be submitted in sealed envelopes separating technical and financial bids, with a validity of 180 days. The contract period is three years, extendable based on performance, with monthly payments subject to KPI-based deductions. The contract includes strict compliance with PEC categories and FBR/ATL requirements for 2025-26, ensuring bidders maintain active tax status and relevant registrations.
Submission deadline is **2026-01-07 23:59:59**, with bid opening and correspondence at Walton Cantonment Board office, Ahmed Bukhsh Road, Lahore. Bidders should prepare for a thorough evaluation process including technical scoring and financial assessment.
Pro-Tip: Make sure to conduct a detailed site survey and prepare your fleet and manpower plan accordingly, as the evaluation heavily weighs adequacy and compliance with technical specifications. Also, carefully review the bid security and performance guarantee requirements to avoid disqualification.
