Tender Description
The Ministry of Federal Education and Professional Training Islamabad invites qualified bidders to provide comprehensive Storage, Handling, Transportation, Courier and Distribution Services for approximately 500,000 donated Chromebooks and allied educational equipment. The contract includes safe receipt, warehousing, inventory control, loading/unloading, packing, transportation, courier distribution, delivery to designated educational institutions across Pakistan, and obtaining proof of delivery. Initial storage hubs are located in Karachi, Lahore, and Islamabad, with possible additions as directed by the Procuring Agency.
Items being procured:
- Storage facilities with climate control and fire safety in Karachi, Lahore, Islamabad
- Loading and unloading machinery
- CCTV surveillance and security guards
- Branding and testing space at storage locations
- Real-time digital inventory management
- Nationwide distribution with GPS tracking
- Proof of delivery documentation
- Handling of undelivered consignments and reverse logistics
The scope requires warehouses with minimum covered capacity, pest control, and temperature control between 15°C and 30°C. Security includes CCTV with 30 days recording, armed/unarmed guards, and insurance coverage. The contractor must maintain a nationwide network including major cities and remote areas. Eligibility criteria include valid legal registration, NTN, sales tax registration, minimum five years experience in courier/logistics/warehousing, at least three contracts worth Rs 50 million each, financial capacity with average annual turnover of Rs 50 million, and non-blacklisting status. Bid security of Rs 4 million in CDR or DDR form is required, along with a performance guarantee of 5% of contract value.
Bids must be submitted in hard form with separate sealed envelopes for technical and financial proposals under the Single Stage – Two Envelope procedure. Technical proposals will be evaluated first, followed by financial proposals of technically qualified bidders. The contract period is initially two years with possible extension. Delivery and distribution will be as per service orders issued by the Procuring Agency. The Procuring Agency reserves the right to accept or reject any bid, verify documents, and adjust quantities.
Bidders should ensure compliance with all applicable laws, maintain confidentiality, and provide insurance coverage. Penalties apply for delays or losses attributable to the contractor. Payment will be made after verification and subject to budget availability. The Procuring Agency will monitor performance and reserves termination rights for breach or poor performance.
