Tender Description
**Public Procurement Regulatory Authority (PPRA)** invites eligible international educational or professional institutions to submit proposals for a strategic partnership to build the capacity of public-sector procurement professionals. The procurement is for non-consultancy services, funded under the financial year 2026-27, with services expected to commence on **October 5, 2026** and continue for a schedule of two years.
The mandatory requirement is: Position 1, Build capacity of public sector procurement practitioners; quantity 1/job; delivery schedule 2 years; delivery address 1st Floor, FBC Building, G-5/2, Islamabad, Islamabad Capital Territory. The bidding schedule identifies a bid security field in PKR, but no specific amount is printed. The selected institution will jointly develop internationally recognized curricula covering PPRA legislation, contract management, strategic sourcing, supply chain and value-chain management, sustainable procurement, integrity, ethics and international best practices. The scope includes professional diploma programmes, advanced procurement certifications, specialized executive courses, continuing professional development, a sustainable Training of Trainers mechanism, knowledge transfer, institutional strengthening, research and innovation. Training may cover PPRA officials, federal organizations, autonomous bodies, state-owned enterprises, provincial procurement authorities and other stakeholders identified by **PPRA**.
Eligible organizations, universities, firms, corporations, NGOs, NPOs, IGOs and companies must provide legal registration and tax registration from their origin of business, organizational details, faculty profiles, procurement-related programmes, international collaborations, programme locations, implementation methodology and financial partnership proposal. Technical evaluation carries 80 percent and financial evaluation 20 percent; a technical passing threshold of 56 marks is specified in the evaluation table, while the financial section states that proposals obtaining 70 percent or above in the technical section will be responsive. Submit online through EPADS v2.0 by **September 7, 2026 at 11:00 AM**; manual bids are not accepted. Send the hard-copy bid security document to the Islamabad address.
