Tender Description
This tender invites bids for the supply of SUGAR Individual 5g Sachets with PIA logo printing for the annual period 2026-27 in Karachi under the Pakistan International Airlines Supply Chain Management Department. The procurement falls under the Food & Catering category, targeting the provision of high-quality sugar sachets for both international and domestic flights. The tender requires bidders to submit technical and financial proposals in two separate sealed envelopes, following a single stage two envelope procedure. Bidders must provide quality samples, technical literature, and company profiles along with earnest money and tender cost pay orders. The supply will be delivered in four equal installments with a 60-day gap, starting within 15 days of purchase order issuance.
The tender emphasizes strict compliance with packaging standards suitable for multiple loading and unloading cycles, ensuring product integrity during transportation to the PIA Flight Kitchen at Karachi Airport. Bidders must be registered with active GST and NTN status and provide all required certifications including HACCP or PSQCA. The evaluation process includes technical assessment of samples before financial bids are opened. Payment terms are net thirty days, and prices must be firm and inclusive of all government taxes except GST which should be shown separately.
Bidders should ensure PEC registration and FBR ATL status for the fiscal year 2025-26 to meet compliance requirements. The tender also mandates submission of earnest money of Rs 50,000 via pay order and a non-refundable tender fee of Rs 15,000 for local bidders. Foreign bidders are exempt from earnest money and tender fee but must comply with delivery and payment terms.
The submission deadline is set for 20th April 2026 at 10:30 AM, with bid opening at 11:00 AM on the same day at the Supply Chain Management Department, 1st Floor, PIA Head Office Karachi Airport. Bids must be submitted electronically through EPADS with original bid security submitted physically before the deadline. Manual bids without EPADS submission will not be accepted.
Pro-Tip: Ensure all pay orders for tender fee and earnest money are clearly marked on the back with company name, tender reference number, date, and amount to avoid disqualification. Also, verify that samples meet PIA quality standards as substandard samples will lead to rejection before financial bid opening.
