Supply of 210 Liter Plastic Drums for PSO Lubricants Terminals

Pakistan State Oil Company Limited (PSO) Karachi is procuring 15,000 units of 210 Liter HDPE Plastic Drums on an as and when required basis for its Lubricants Manufacturing Terminal (LMT) and Lubricants Marketing and Packaging Area (LMPA). This procurement is critical to ensure uninterrupted supply and maintain buffer stock for the high demand period of May-June 2026. The drums must conform to PSO's standard design and specifications including a nominal capacity of 210 liters, brimful capacity of 220 liters, and be made from HDPE sourced from reputed manufacturers such as CHEVRON PHILLIPS or SABIC. The drums will be subject to rigorous quality control tests including drop tests from 2 meters, leak tests at 20 KPA pressure, and stacking tests for durability over 7 days. Any lot failing these tests will be rejected and penalties may apply. Suppliers must provide quality certificates from independent labs and technical support for any quality complaints during the contract period. The contract duration is two months with a mobilization period of 10 days after issuance of the Letter of Intent or Purchase Order. Bidders must be registered with FBR and have relevant experience supplying industrial plastic drums. The bidding procedure follows a single stage two envelope system.
