Tender Description
The School of Chemical and Materials Engineering (SCME) at National University of Sciences and Technology (NUST), Islamabad, invites bids from authorized, well-established suppliers, OEMs, or distributors with NTN and Sales Tax registration and active ATL status in FBR records for the supply and delivery of 4 Project Lab Equipment for the SCME campus.
Items being procured:
- Electrochemical workstation (for full cell assembly) (Qty: 1)
- Battery tester (with 10hz Data record) (Qty: 1)
- Hydraulic coin cell crimper (Qty: 1)
- Precision Disc Punching Machine (Qty: 1)
The procurement requires suppliers to submit bids through the E-PADS online portal under the Single Stage-Two Envelope procedure as per PPRA Rule 36-b. A sealed hard copy of the technical bid along with earnest money of PKR 200,000/- as a refundable pay order or bank draft in favor of Principal SCME-NUST Islamabad must be submitted at the time of technical bid opening. Bidding documents processing fee of PKR 3,000/- (non-refundable) is also mandatory.
Bidders must provide detailed quotations including technical specifications, financial rates with applicable taxes, and authorization letters from OEMs. The selected firm must provide a performance guarantee equal to 10% of the contracted value in the form of CDR or bank draft valid for the warranty period. All items should have a minimum 2-year warranty and support period.
The delivery period is 8 to 12 weeks, with penalties for late delivery. Payment terms include 95% payment after delivery and acceptance, with 5% retained as performance guarantee. Inspection and testing will be conducted by SCME inspection committee.
Eligibility requires NTN/ATL registration, FBR active status, and experience with similar supplies. Bids must be valid for at least 120 days. Submission deadline is **07 October 2026 till 11:00 hrs** with technical bid opening at 11:30 hrs on the same day at SCME Conference Room via E-Pad PPRA system.
A practical tip for bidders: Ensure your authorization letter from the OEM is valid and clearly states your relationship (partner, distributor, reseller) to avoid disqualification. Also, strictly follow the Single Stage-Two Envelope submission process on E-PADS to avoid rejection.
