Tender Description
The Pakistan Mineral Development Corporation (PMDC) invites sealed bids for the supply of Blasting Powder and Safety Fuses to all PMDC Salt Mining Projects across Pakistan. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. Bidders must be registered on EPADS v2.0 to participate and submit their bids electronically before the deadline of Thursday, September 24, 2026 at 11:00 AM. The bids will be opened on the same day at 11:30 AM via EPADS v2.0. Manual submissions will not be accepted.
Items being procured:
- Blasting Powder (Quantity: 732,994 Kg)
- Safety Fuses (Quantity: 1,133,089 meters)
The blasting powder must consist of Salt Peter (Sodium or Potassium Nitrate) 74%, Sulphur 14%, and good quality wood charcoal 12%, with a maximum allowable margin of 2% variation in each ingredient. Safety fuses must be of good quality, waterproof, with a burning speed of 90-100 seconds per meter and uniform surface and diameter.
Eligible bidders must hold a valid Explosive License approved by the Chief Inspector of Explosives, a valid license for authorized vehicle transportation of explosives, and have at least 5 years of relevant experience in blasting powder and safety fuses in the mining sector. Bidders must also provide bank statements for the last 3 years, affidavits of non-blacklisting and no conflict of interest with PMDC, and other required documentation as per the bidding documents.
The procurement will follow the Least Cost Based Selection (LCBS) method. Bid security of PKR 6,000,000 is required in the form of Pay Order, Banker's Cheque, Call Deposit, or Demand Draft. The contract will be awarded to the lowest evaluated responsive bidder. Payment will be made in Pakistani Rupees against actual invoices. Performance guarantee of 5% of the contract price will be required from the successful bidder.
Bidders are advised to carefully review the bidding documents and technical specifications available on EPADS. The submission of bids through EPADS v2.0 and timely submission of original bid security to PMDC Head Office, Sector H-9, Islamabad is mandatory. One practical tip for bidders is to ensure complete registration on EPADS v2.0 well before the deadline and to upload all required documents to avoid disqualification.
