Tender Description

The Directorate of Procurement (Navy), located at Naval Residential Complex Sector E-8, Islamabad, invites qualified suppliers to participate in the procurement of defence stores and equipment. This tender is specifically issued by the Directorate of Procurement (Navy) and is intended for firms capable of supplying the required items in accordance with the detailed specifications provided in the tender documents. The scope of this procurement includes supply of various defence stores and equipment as detailed in the Schedule to Tender (Form DP-2). Bidders must prepare their technical and commercial offers in strict compliance with the instructions provided, including submission of technical offers in duplicate and commercial offers in separate sealed envelopes. Earnest Money in the form of a Call Deposit Receipt (CDR) is mandatory and must be submitted as per the prescribed rates depending on the firm's registration status. The tender documents require firms to submit various supporting documents such as OEM authorization, DGDP registration or provisional registration, tax filing proof, and other relevant certificates. Eligibility criteria include valid PEC registration where applicable, FBR registration, and experience in supplying defence-related stores. Firms not registered with DGDP must initiate provisional registration before contract signing. The tender emphasizes compliance with PPRA Rules 2004 and Defence Purchase Procedures. The submission deadline is strictly enforced, and late submissions will not be entertained. The tender opening will be conducted in two stages: technical opening followed by commercial opening for technically accepted bids. Bidders are advised to carefully review all tender conditions and ensure their offers are complete and unconditional. A practical tip for bidders is to ensure that all required forms (DP-1, DP-2, DP-3) and annexes are duly filled, signed, and submitted in the correct order to avoid disqualification. Additionally, firms should confirm receipt of their tender documents with the Directorate prior to the closing date to avoid any postal delays. This tender offers a valuable opportunity for suppliers with the capability and credentials to engage with the Pakistan Navy's procurement process. The earnest money, technical bid preparation, and adherence to submission deadlines are critical to a successful bid.
