The procurement will follow the Punjab Procurement Rules, 2014 under the Single Stage-Two Envelope bidding procedure. Detailed item-wise specifications, quantities, technical requirements, and district-wise delivery schedules for each lot are provided in the bidding documents. Bidders must submit separate financial bids for each lot. The bid security required is 2% of the estimated cost for each lot.
Bidders shall submit samples of each item on the bid-opening date before the prescribed bid-closing time. Samples will be evaluated by the designated Technical Evaluation Committee. Technical qualification requires at least 60% marks in the technical evaluation and successful testing/approval of submitted samples by the Pakistan Council of Scientific and Industrial Research (PCSIR).
Complete electronic bids must be submitted through the Punjab E-Procurement System at https://ep.punjab.gov.pk. Key dates include a pre-bid meeting on 30 October 2026 at 10:30 AM, bid submission closing on 10 November 2026 at 11:00 AM, and bid opening on 10 November 2026 at 11:30 AM.
The quoted prices shall be inclusive of all applicable taxes, duties, levies, packing, handling, loading, transportation, and delivery charges. The successful bidder will be responsible for delivering supplies to the offices of the respective District Education Officers (Literacy) across 11 districts of Central Punjab at designated delivery points.
Bidding documents containing detailed terms, conditions, technical specifications, quantities, evaluation criteria, and delivery requirements may be downloaded free of cost from the official websites: https://ep.punjab.gov.pk/viewTender.aspx and https://literacy.punjab.gov.pk.
The Procuring Agency shall not be liable for any expenditure incurred by bidders in connection with preparation, submission, or online uploading of bids.
A practical tip for bidders: Ensure your samples meet the technical criteria and are submitted on time at the bid opening to avoid disqualification. Also, carefully review the district-wise delivery schedules to plan logistics accordingly.
