Tender Description
The SBP Banking Services Corporation (BSC) Sialkot invites eligible suppliers to participate in the procurement of drinking mineral water for its office located in Sialkot, Punjab. This procurement is planned for the financial year 2026-27 and aims to ensure a continuous supply of hygienically purified, packaged mineral water in 19-liter reusable polycarbonate bottles.
Items being procured:
- Supply of Drinking Mineral Water (19 liters per bottle), quantity 3045 bottles on call basis
- Initial supply of 100 empty 19-liter food-grade polycarbonate water bottles free of cost for circulation
The water must comply with Pakistan Standards and Quality Control Authority (PSQCA) standards and other regulatory requirements. Bottles must be clean, sanitized, tamper-evident, and properly labeled with manufacturer details, batch number, filling and expiry dates, net volume, and quality certifications. Delivery will be made to the SBP BSC Sialkot office premises on an as-and-when-required basis. Empty bottles will be collected by the supplier during subsequent deliveries at no extra cost. Any damaged or non-conforming bottles must be replaced immediately free of charge.
Eligibility criteria include active taxpayer status, operational presence in Sialkot, Gujranwala, or Lahore, valid PSQCA license, ISO/HACCP certification, no blacklisting or litigation, minimum average annual turnover of PKR 10 million over the last three years, and experience supplying drinking water to at least three organizations in the last three years.
Bids must be submitted electronically via the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal by Monday, August 24, 2026, at 11:00 AM. The original bid security of Rs. 32,500/- must be submitted physically to the SBP BSC Sialkot office before the deadline. Technical and financial bids will be opened on the same day at 11:30 AM through EPADS. The procurement will follow the Least Cost Based Selection (LCBS) method.
The contract duration is one year from the commencement date, extendable for another year upon mutual consent. Delivery cycles should be completed between 09:00 and 17:30 hours on working days. Payment will be made in Pakistani Rupees against monthly invoices within 30 days of submission.
