Tender Description

The Collectorate of Custom Enforcement, Gadani (Pakistan Customs) invites bids for the supply of dry and perishable ration items to be delivered at Gadani, Hub District, Kalat Division, Balochistan. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. The procurement method is National Single Stage-One Envelope using Least Cost Based Selection (LCBS) technique. Items being procured: - Wheat Flour (Atta) (As Required) - Rice (As Required) - Pulses (Masoor, Moong, Chana, Mash) (As Required) - Sugar (As Required) - Tea (Loose or Packed) (As Required) - Cooking Oil / Ghee (As Required) - Spices (Salt, Red Chili, Turmeric, Coriander, etc.) (As Required) - Match Boxes (As Required) - Detergent / Soap Bars (As Required) - Other dry grocery items as per requirement (As Required) - Fresh Vegetables (As Required) - Fresh Fruits (As Required) - Meat (Beef, Mutton, Chicken) (As Required) - Milk / Yogurt (As Required) - Eggs (As Required) - Other perishable items as per requirement (As Required) The technical scope includes supply of fresh, hygienic, market quality ration items fit for human consumption. Perishable items must have sufficient shelf life and packaged items must display manufacturing and expiry dates. The Inspection Committee of the Procuring Agency will inspect all items at delivery. Any damaged, expired, substandard, or spoiled items must be replaced immediately at the supplier's risk and cost. Delivery must be timely and safe to the designated location at Collectorate of Custom Enforcement, Gadani. Eligibility criteria require valid NTN and GST registration certificates, CNIC copy of proprietor or authorized representative, affidavit of non-blacklisting, relevant experience documents, filled and signed BOQ/Financial Proposal, proof of business registration, and financial capability documents. JV/Consortium is not allowed. Bids must be submitted in English through EPADS v2.0 only. Bid security of PKR 400,000 is required in specified forms. The bid submission deadline is Thursday, July 23, 2026 at 09:00 AM, with bid opening at 09:30 AM the same day on EPADS v2.0. Manual submissions are not accepted. Bidders are advised to register on EPADS v2.0 early and ensure compliance with all bidding instructions. The Procuring Agency reserves the right to accept or reject any bid as per Public Procurement Rules, 2004. A practical tip for bidders: Carefully prepare your bid documents including all required certificates and financial documents, and ensure timely submission on EPADS v2.0. Late or incomplete bids will be disqualified. Maintain quoted rates throughout the contract period and ensure quality compliance to avoid rejection during inspection.
