The Directorate of Youth Affairs Balochistan Quetta invites eligible bidders for the supply of Education and Training Services in Quetta. This procurement is conducted under the Balochistan Public Procurement Rules 2014. Items being procured: - Education and Training Services (Total Item(s) Count: 1) The scope includes delivery of training/incubation cycles with end-to-end commitment, supported by at least 2 international certification bodies or authorities. The bidding firm must have experience operating or maintaining government tech assets including facility operations, asset management, security, and operational team management on a long-term concession of 15 years or more. Valid ISO 9001 and ISO 20000 certification is mandatory. The firm must not be blacklisted and must be registered with active tax and export board certificates. The bidding firm must be registered as a DNFBP (Designated Non-Financial Business and Professions). Eligibility requires 3 assignments of similar nature and complexity worth PKR 50 million each in the last 3 years, with accumulated turnover of at least PKR 50 million in the last 3 years. No demand certificate for outstanding tax dues is required. Bid security must be 2% of the bid value in the form of Bank Guarantee or Deposit at Call from a scheduled bank.
