Supply of Electrical Items for Comsats University Islamabad

Comsats University, Islamabad (Islamabad Campus) invites sealed bids through the e-Pak Acquisition and Disposal System (EPADS) v2.0 for the procurement of electrical items under contract reference P90739 for the financial year 2026-27. The procurement is planned to commence on October 30, 2026, with a delivery schedule of 25 days from the issuance of the work order. Bidders must be registered on EPADS v2.0 to participate and submit their bids electronically before the deadline of Monday, September 28, 2026 at 11:00 AM. The bids will be opened on the same day at 11:30 AM via EPADS. Manual submissions will not be entertained. Only Philips brand LED tube rods are accepted due to compatibility and quality requirements. Bidders must provide authorized dealership/reseller certificates for Philips brand items. The procurement will follow a Single Stage Two Envelope procedure with Least Cost Based Selection (LCBS) technique. Bidders must submit bid security as per the bidding documents and comply with eligibility criteria including FBR Active Taxpayer List status and non-blacklisting affidavit. Bids must be submitted electronically via EPADS v2.0. The original bid security must be physically submitted to the Procurement Office, 2nd Floor, Faculty Block-2, Comsats University Islamabad, Park Road, Islamabad Capital Territory before the bid submission deadline. Late or manual bids will be rejected. Technical bids will be evaluated first and only technically qualified bidders' financial bids will be opened.
