Tender Description
Oil & Gas Development Company Limited (OGDCL) invites eligible bidders from countries maintaining bilateral trade relations with Pakistan to submit bids for supply of goods, materials, equipment and/or services as detailed in the Request for Proposal (RFP). The procurement is conducted under Competitive Bidding (CB) procedure through SAP-Ariba Discovery portal. Bidders must submit their bids strictly as per the RFP and instructions provided in the tender documents.
The scope includes supply and delivery of various goods and services to OGDCL's multiple locations. Bidders are required to provide firm prices inclusive of all charges except applicable taxes, duties, and levies as specified. The technical bid must be accompanied by a bid bond valid for at least 180 days and a performance bond of 10% of the contract value upon award. Bidders must also submit Environmental Social Governance (ESG) and Health Safety Environment (HSE) commitments as part of their technical proposals.
Eligibility criteria include registration with relevant authorities, financial and technical capability, and compliance with Pakistan Engineering Council (PEC) requirements where applicable. The tender process follows a single stage single envelope or single stage two envelope bidding procedure as specified. Key dates for bid submission and opening are published on the SAP-Ariba portal and tender notices.
Bidders are advised to carefully review all terms and conditions, including bid validity, bid security, performance bond requirements, delivery schedules, and payment terms. The Purchaser reserves the right to accept or reject any or all bids without assigning reasons. Bidders should ensure timely submission of original bid bonds and performance guarantees to avoid disqualification.
A practical tip for bidders is to regularly monitor the SAP-Ariba portal for any amendments, clarifications, or updates to the tender documents and to ensure all required documents, including bid bonds and technical literature, are submitted in the prescribed format and within deadlines. Proper packaging, marking, and timely shipment of goods with complete documentation are critical to avoid demurrage and delays in payment processing.
The tender emphasizes strict compliance with anti-corruption policies and requires bidders to submit integrity and ethics undertakings. Non-compliance or submission of forged documents may lead to blacklisting and legal action. Bidders should also be aware of the applicable tax withholding rules and concessionary duty rates under S.R.O 678(I)/2004 for imported goods.
Overall, this tender offers a significant opportunity for suppliers and service providers to engage with Pakistan's leading E&P company, provided they meet the stringent technical, financial, and ethical standards set forth by OGDCL.
