Supply of High-Speed Diesel (HSD) to 1180 MW Combined Cycle Power Plant Bhikki, Sheikhupura, Punjab

Quaid-e-Azam Thermal Power (Private) Limited (QATPL), wholly owned by the Government of Punjab, invites prequalification applications from eligible and capable Oil Marketing Companies (OMCs) for the supply of High-Speed Diesel (HSD) to its 1180 MW Combined Cycle Power Plant located at Bhikki, Sheikhupura. The plant primarily uses RLNG as fuel, with HSD serving as backup fuel for operational continuity. Items being procured: - High-Speed Diesel (HSD) for Bhikki Power Plant The contract is initially for a term of three years with annual performance reviews and operates on an as-demand basis. The Prequalification Document (POD) containing qualification criteria, documentary requirements, and submission instructions is available free of cost at https://ep.punjab.gov.pk, https://ppra.punjab.gov.pk, and https://qathermal.com/tenders/. Applications must be submitted exclusively through the Punjab e-Procurement System (eP) at https://ep.punjab.gov.pk. Manual, email, or legacy ePADS submissions will not be accepted. Applicants must register on the eP portal and submit before the deadline. The last date and time for submission is 24-11-2026 at 11:00 AM, with opening of applications at 11:30 AM the same day via the Punjab e-Procurement System. Eligibility includes being a qualified Oil Marketing Company with relevant experience and compliance with Punjab Procurement Rules, 2014. Earnest Money and other bid securities should be prepared as per the POD instructions.
