Supply and Implementation of IBCC QMS Software under Framework Agreement

The Inter Boards Coordination Commission (IBCC), Islamabad invites sealed bids from eligible and qualified firms registered with Pakistan Software Export Board (PSEB), having valid NTN/GST registration and appearing on the Active Taxpayers List (ATL) of FBR. The procurement is for the supply and implementation of the IBCC Queue Management System (QMS) under a framework agreement. Items being procured: - IBCC Queue Management System (QMS) software and related services The scope includes providing a comprehensive queue management solution tailored for IBCC's operational needs, ensuring efficient customer flow and service delivery at their Islamabad office. Bidders must submit bids under the Single Stage–Two Envelopes procedure, including a Technical Proposal accompanied by a Bid Security of PKR 1,000,000 in the form of a Call Deposit Receipt (CDR), Bank Draft, or Bank Guarantee issued by a scheduled bank in favor of IBCC. Tender documents with detailed terms, conditions, specifications, and quantities can be collected from the office of the Director (Admin), IBCC, G-10/4, Islamabad, before the closing date against a non-refundable tender fee of Rs. 20,000. Eligibility criteria include registration with PSEB, NTN/GST compliance, ATL listing, and submission of earnest money. The IBCC reserves the right to accept or reject any or all bids in accordance with PPRA rules. Bidders are advised to carefully prepare their technical and financial proposals to meet all requirements. The last date for submission is 14th September 2026.
