Tender Description
The Quaid-e-Awam University of Engineering Science and Technology (QUEST) Nawabshah invites sealed bids for the supply and installation of a 200kW (Gross) off grid/hybrid solar system at its campus in Nawabshah, District Shaheed Benazirabad, Sindh. This procurement is part of the university's commitment to sustainable energy solutions under SDG#4. The project includes complete Engineering Procurement and Construction (EPC) services encompassing site survey, design, load study, supply of equipment, installation, testing, commissioning, generator integration, remote monitoring setup, and training of client staff.
Items being procured:
- 310 Solar Panels, 645 Watts Bifacial Mono PERC/N-Type with dual glass, >21% efficiency, 20-year performance warranty
- 3 Hybrid Inverters, 50kW each, Growatt/Sungrow/Inverex or equivalent, IP65 rated, 5-year replacement warranty, parallel operation
- Hot-Dip Galvanized MS Elevated Structure with wind load resistance of 150 km/h and 10-year structural warranty
- Complete Protection system including DCDB, ACDB, SPDs Type 1+2, Earthing <5 Ohm, lightning arrestor compliant with IEC 60364 and PEC
- DC cables (6mm/10mm PV1-F tinned copper), AC cables as per load requirements
- Remote monitoring system with GSM/Ethernet for real-time data of PV, battery, load, and generator integration
- Installation accessories including conduits, stainless steel nuts, bolts, washers, cable ties, and clips
The technical scope requires compliance with PEC standards and warranty commitments of 20 years for solar panels and at least 1 year for other parts. Bidders must be registered with NTN, SRB, and have active taxpayer status. They should demonstrate experience with solar projects of 50kW or above, provide technical data sheets, and submit a preliminary single line diagram and layout of the proposed system.
Bids must be submitted in two envelopes (technical and financial) by 11:00 am on 08-09-2026 to the office of the Procurement Manager at QUEST Nawabshah. A bid security of 5% amounting to Rs. 983,600/- is required. Technical bids will be opened at 11:30 am the same day in the presence of bidders' representatives. Financial bids of only technically qualified bidders will be opened subsequently.
